'I just want him to feel my pain,' victim says in court
Paul Crosby Phelps, who turns 37 on Sunday, pleaded guilty last month to causing life-threatening injuries while driving drunk. As part of the plea deal, several other charges were dropped.
Prosecutors said Phelps bought food at the WaWa convenience store on Bestgate Road in Parole just before 5 a.m. June 19, 2010, his 36th birthday. He turned his Nissan Altima onto Jennifer Road and took an exit ramp to get onto Route 50.
Phelps drove eastbound in the westbound lanes. He was between the Parole and Interstate 97 exits when he collided with a westbound 2004 Ford Mustang.
"I was eating my WaWa sub when I saw headlights coming at me," Phelps told state police.
Phelps jerked the steering wheel, but still sideswiped the Mustang, causing the Ford to flip onto its hood and skid down the roadway.
Two Turkish men and a Thai woman were in the Mustang. The three had arrived in the United States four days before the wreck to complete a hospitality internship at the Marriott Hotel in Fairfax, Va., Assistant State's Attorney Thomas Mitchell said.
They were returning to Virginia from a trip to the beach when Phelps sideswiped their car, Mitchell said.
Chalinee Unchain, 26, of Thailand, was in the backseat of the Mustang when the car flipped. She was ejected and her body skidded on the pavement "for some time," Mitchell said.
She was flown to the Maryland Shock Trauma Center in Baltimore.
Mitchell said Unchain ruptured her spleen, eardrum and liver and suffered a punctured lung. She spent two weeks in the shock trauma center, two more weeks at a different hospital and underwent two months of physical therapy, he said.
The front-seat passenger also suffered life-threatening injuries: lacerations to his liver and kidney, a broken leg and fractured elbow. He also was flown to the shock trauma center. The driver was treated and released with minor injuries.
Phelps was taken to Anne Arundel Medical Center in Parole, also with minor injuries. Blood tests showed Phelps' blood alcohol content was .15, twice the legal limit, Mitchell said.
He was charged with two counts of causing life-threatening injury while driving under the influence, driving under the influence, reckless and negligent driving and failure to drive on the right side of the roadway. Under the plea, Phelps was convicted of only one count of causing life-threatening injury while driving under the influence.

The best part is that while guests wait for the barbeque to finish – it takes time because he uses real charcoal – guests nibble on his Pampanga style “sisig”.
