CASPER, Wyo. — The owner of the site of the former Amoco refinery has indicated that a hotel may be built there, officials with the board overseeing the property said Wednesday.

“BP has led us to believe a hotel would be a permissible use in the Platte River Commons,” Mike Huston said at the monthly meeting of the Amoco Reuse Agreement Joint Powers Board.

BP, the successor to Amoco and the refinery it operated for 80 years until its shutdown in 1991, has given only verbal confirmation of the possible use, Huston said.

Likewise, Joint Powers Board executive director Alice Kraft said the Wyoming Department of Environmental Quality has given her a similar verbal affirmation.

The possibility of a hotel marks a shift in the understanding of allowable development on the Platte River Commons.

The agreement BP has with the joint powers board does not prohibit hotels, but Huston said Thursday that he and other board members had been under that impression for years.

About six months ago, however, he learned that the no-hotel impression was wrong while working with BP during negotiations to transfer the ownership of the former tank farm site now known as the Salt Creek Heights from the company to the Joint Powers Board, he said.

To his knowledge, no hotel companies have asked to locate on the Commons, he said.

The location — mountain to the south, river to the north, downtown Casper to the east — would be attractive for a hotel, especially with an attached convention center, Huston said.

The Joint Powers Board has hired Jona Inc. — one of the McMurry companies — to market primarily the Salt Creek Heights, but also the remaining developable land on the Commons, he said. “Now that we have a development partner, those questions (about a hotel) are being considered.”

The most likely site would be the approximately 20-acre “opportunity area” north of the former administrative building of the refinery, Huston said.

In 2000, the Wyoming Legislature passed a brownfields law that required companies to clean contaminated land to standards for industrial and commercial development, but not to the pristine conditions required for houses. During the Amoco site cleanup, BP removed 250 miles of pipe, 600,000 cubic yards of contaminated soil and 300,000 tons of concrete; installed a retaining wall along the river; and installed wells to monitor pollution.

About 30 million gallons of crude oil and refined byproducts — roughly the equivalent of three Exxon Valdez tankers — remain underground at the Amoco site.
